I like that Property Exchange concept, but only issue I see which is stopping it is the wrong valuation to evade taxes.
In terms of integration of different government databases to obtain comprehensive information, It is a classic way to get away from bureaucratic way of sharing same information again and again to different govt. agencies for ex. Address Proof.
